1.2 PURPOSE OF REPORT
The purpose of this report is to provide the relevant design criteria such that the architectural design and MEP Fire and life strategy shall readily accord with the ‘fire safety design features’ in the context of QCD Fire Safety Guidelines Rev2015, NFPA 101 Life Safety Code – 2018 and NFPA 5000 Building Construction & Safety Code – 2018.
In reviewing the contents herein, it is highlighted that this report contains several distinct Parts that identify the extent to which the proposed design and the construction works contain –
(a) Elements of fire & life safety deviations;
(b) Elements suitable to the application of fire safety engineering analysis to enhance operational flexibility;
(c) Design changes and construction alternations that need be undertaken to ensure compliance is achieved with the QCD Fire Safety Guidelines Rev2015, NFPA 101 Life Safety Code – 2018 & NFPA 5000 Building Construction & Safety Code – 2018; and
(d) Further information that is required to determine the extent of compliance achieved.
In all instances, consideration is provided in ensuring an environment for the building shall exist, in which –
(a) Protection of occupants occurs who may not be aware of the initial development of a fire;
(b) Improvement of the survivability of occupants whom may be aware of the initial development of a fire;
(c) Life safety is provided during emergencies that can be mitigated using methods comparable to those used in the case of a fire; and
(d) The provision of reasonably safe emergency and non-emergency crowd movement.
Further, the objective of this report is to addresses those construction, protection and occupancy features necessary to minimize danger to life from the effects of fire including smoke heat and toxic gases created during a fire.
In achieving this objective, this report provides recommendations so as to allow a prompt escape of occupants from the building.
