2.0 DEVELOPMENT DESCRIPTION

2.1 GENERAL

As noted within part 1.1 of this Fire and Life Safety Strategy Report, the proposed Doha Executive Staff Accomodation is used as a Residential Apartment Building with four Basement floors, Ground floor, Mezzanine Floor, ten (10) typical Apartment floor levels, Service floor and Roof / Pool deck level.

This section of the Fire and Life Safety Strategy Report shall provide a detailed description of the building to ensure classification of the building as High Rise that shall determine the extent of protection required for the proposed development as noted within relevant parts of this report.

2.2 BUILDING MAKEUP

The building comprises of

(a) 4 Basement Levels;
(b) Ground Floor- Apartment lobby, Retails Shops, Kids Play Zone and Substation area;
(c) Mezzanine Floor-Retails shops and Muti-purpose halls
(d) First to 10th floor for Apartments
(e) Service Floor with MEP rooms
(f) Roof Deck for Swiming Pool, Sauna and Fitness Gym

2.3 BUILDING HEIGHT

The ‘building height’ is calculated from ground level on the lowest side of the building that provides fire department vehicle access to the floor level of the highest occupiable story.

Pursuant to QCD Fire Safety Guidelines Rev2015, buildings or structures having occupiable space more than 28 meters above the lowest level of fire service vehicle access is categorized as “high rise” building.

However, based on previous project experience with Qatar Civil Defence, the measurement shall be taken from the ground level to roof level of the highest enclosed space. Therefore, for the purpose of this report and to ensure compliance with the local requirements of the Qatar Civil Defence Authority, the building height has been measured in the way.

The Roof being the highest occupied floor achieves a height of 55.6m from fire department vehicle access (ground floor) the roof level of the highest enclosed space and hence the development shall be considered as “high rise”.

As shown in Table below, both the buildings height is in excess of 28m and shall be classified as a High Rise Building in accordance with QCD Fire Safety Guidelines Rev2015.

As a consequence, the relevant “high rise” provisions of Chapter 33 of NFPA 5000 Building Construction & Safety Code – 2018 and Chapter 11 of NFPA 101 Life Safety Code – 2018 shall apply for the proposed development.

 

2.4 SPRINKLER PROTECTION

In accordance with Guidelines Annexes of the QCD Fire Safety Guidelines Rev2015 all the buildings shall be fully protected with an automatic sprinkler system designed and installed in accordance with NFPA 13 Standard for Installation of Sprinkler System – 2016.

In certain areas, where an NFPA 13 sprinkler system cannot be installed due to the nature and use of a specific room(s), alternative active fire protection measures shall be installed, as per QCD Fire Safety Guidelines Rev2015.

Detailed information regarding the provision of Fire Suppression systems shall be addressed within Section 7.0 of this Fire & life Safety Strategy Report.

2.5 TYPE OF CONSTRUCTION

Based upon the classification of occupancy & hazard of contents, building height, number of story’s and the provision of sprinkler protection, the minimum type of construction for the building shall be Type I (332) in accordance with NFPA 5000.

Detailed information regarding the base fire ratings shall be addressed within Section 6.1 of this Fire & life Safety Strategy Report.
